Add handleNegativeFrets, with possibilities of 'ignore,
  'recalculate, 'include

Reorder functions in scm/translation-functions.scm to put
  context in scope of calculate-frets-and-strings

Set handleNegativeFrets to 'recalculate for TabStaff and FretBoards

Add regression test.
