Issue 3796: Doc: Bump version number

  The version number of this file should have been increased
  to 2.18.0 when patch 22ea3eb6b78a50784ae02c3f29060e1c093262a4
  for Issue 3720 was applied to prevent inappropriate conversions
  being made by convert-ly.
