* Fix debian/rules to call Make properly

 * Update debian/control
   - Proper Maintainer
   - Ditch useless ${misc:Depends}
   - Get rid of "generated by dh-make-perl" notice
 * Update debian/changelog for new update
 * Add CHANGES file
 * Update MANIFEST and META.yml
