Add a recommendation for the location for run-time support material,
not meant to be invoked directly.
a) it shows a predilection for a directory named for the package,
but does not mandate it
b) Since this is a new requirement, it starts off as a
recommendation (after all, this was originally touted merely as
"best practice", not as something required for interoperability)
c) It also discusses arch independent modules, and adds similar
language for that.

Added an instance if what recovery is attempted if error unwind itself
runs into problems.
Cleaned up some of the language in the /etc/init.d script output
formatting.
Cleaned up the command -v example. Instead of the massively complex
shenanigans suggested in the bug report, just use which. which lives
in an essential package, so can be used in the preinst of packages.

Debian changelogs should be UTF-8 encoded. Changed the wording from a
should to a may; since a should would make an unknown number of
packages insta buggy. A reuest makes all these wishlist bugs; we can
raise the severity in a later version of policy.
Added LANG=C before the debiandoc2X invocations, this ensures that the
resulting documents do not get converted to the locale on the building
machine.
