lilypond-book: store document language in a global variable

Document language as 'lang' ly option caused trouble, especially
different checksums for identical snippets depending on the language
of the Texinfo document.

Using a global variable is not ideal either, but as processed documents
are not implemented as classes, there is currently no other way to store
that kind of info and make sure that included files inherit it.

Remove makefile include hack

Fix @version in LSR snippets doc

Move langdefs.py to python, and clean up doc building scripts

* move langdefs.py to python/, so that lilypond-book and
scripts in buildscripts can load it more easily

* move lilypond-doc gettext domain loading to langdefs.py

when doing a clean build.  Make warnings come back with this new
revision, but I was not able to get rid of them.

With --tidy flag, TeX/texinfo.tex fails to find snippets PDF files in
out-www/XX subdirs.

Remove python 2.2 check. We need 2.4 now.

Split lilypond-book output files into subdirectories.

This creates bookdbdir/XX/lily-XXXXXXX where XX are hex digits.

Hopefully this fixes the lilypond book performance problems on darwin.

- Add (dir-basename file "ext1" "ext2" ... ) function

- Use dir-basename everywhere. Guile's (basename ) strips paths.
