SVG backend: add an output-preview-framework.

With this commit, the SVG backend now supports -dpreview, and it
works identically to -dpreview with the EPS backend (the default
setting).

In other words, this command will work:

  $ lilypond -dbackend=svg -dpreview example.ly

Closes issue #968.

PS backend: move system-filtering code to backend-library.

The SVG backend will need this code, so the backend-library
is a better place for it.

about it's permissiveness.

bib2html: set TEXMFOUTPUT to the tempdir.

With the latest update of TeX Live 2009, bibtex became a "safe" command
in that it cannot write output to any directory other than

  (a) a subdirectory of the current directory
  (b) a subdirectory of TEXMFOUTPUT

Setting TEXMFOUTPUT to the temporary directory permits bibtex to write
in that directory.

Additionally, use mkstemp() instead mktemp(), since the latter function
has been deprecated since Python 2.3.

Revert "Fix #943."

This reverts commit 59b605d58135c749cae2791f78e463436fe72c6b.

Unfortunately, "make check" did not catch the breakage of
slur-extreme.ly.  Strange that output-distance does not report these
things.

Fix #943.

The regtest slur-broken-trend.ly broke with commit
861b7bf8e5b7243d049dfa0c68534dbb7db08095.

This commit adds the after-line-breaking callback to Slur and
PhrasingSlur grobs, and fixes the regtest.

Make tab-note-heads and fretboards use common code.

This combines the string and fret assigning code of the
tab-note-heads engraver and the fret-boards engraver.  Both
will use scheme procedures defined in scm/translation-functions.scm
and specified by context properties initialized in ly/engraver-init.ly

 * Modify the calling sequence of noteToFretFunction so that it
   takes a context, a note-list, a string-list, and an optional
   grob.  If grob is included, noteToFretFunction will add the
   fretboard to the grob.  If grob is not included, noteToFretFunction
   will return a list of (string fret finger) tuples.

 * Refactor the code in scm/translation-functions.scm to support
   this separation of function.

 * predefinedDiagramTable is now a context property for TabStaff as
   well as for FretBoards.  This means that if a chord is present in
   TabStaff, and predefinedDiagramTable for that TabStaff is not #f,
   and a predefined diagram for the chord exists, the TabStaff will
   display the notes of the predefined diagram.

 * Change tab-note-heads-engraver so that it calls noteToFretFunction
   instead of having the fret calculation code inside the engraver.

 * Change the noteToFretFunction calling sequence in fretboard-engraver
   to match the new definition

 * Add an optional default argument to ly:context-property so we
   can set a default at call time
