Build: Let Autoconf check its own minimum version.

After invoking `autoconf', Autoconf will check to see if it is older
than the minimum required version.

Right now, we require Autoconf 2.60, which is specified at the top of
configure.in:

  AC_PREREQ(2.60)

If Autoconf < 2.60 is installed, an error message is produced:

  $ ./autogen.sh
  processing .
  Running autoconf ...
  configure.in:4: error: Autoconf version 2.60 or higher is required
  configure.in:4: the top level
  autom4te: /usr/bin/m4 failed with exit status: 63

A better fix for #1156.

My comments about a generic Spanner from the previous commit were not
correct; this was just a suicided Slur grob.  Checking if the Slur is
"live" or not is more appropriate.

Thanks to Neil for the helpful hints.

Sometimes the check for the *left* broken neighbor may be a spacer rest,
which appears to be a generic Spanner with direction CENTER.

An additional check is needed to make sure the grob in question is a
Slur or PhrasingSlur, or else an assertion will be raised -- slurs must
have a direction of either UP or DOWN.
