Clean up some makefiles and 'make help'

* remove empty www-* makefiles,

* buildscripts/make-font-dir.py: remove file no longer used on Han-Wen
advice,

* stepmake/bin/package-diff.py: remove broken script,

* remove unused and broken toplevel targets,

* clean up 'make help' and make it work in Documentation/ directories.
