WEB: Integration of new web site [general.texi].

Fixes:
  - eternal circular dependencies by not re-using/re-touching xref-maps
  - texi2html flags cleanups
  - new-lang target in Documentation produces working skeleton again
  - move some lilypond-specific code out of stepmake
  - fr: missing macro definitions
  - web css fix for footer
