Deeply revise input/lsr structure, generation and compilation

input/lsr has no more subdirectories, and snippets are glued into a
single Texinfo document.

More precisely, what is in this huge commit:
- buildscripts/makelsr.py is rewritten,
- input/new/*.ly are not compiled any more,
- tags are changed to match existing LSR tags (excepted 'other'),
- lys-to-tely.py is changed to fit more usages, e.g. generating
input/lsr/*.itely,
- makefiles, buildscripts, documentation index, snippets linked from
docs are changed accordingly.
