This fixes issue #1383.
According to the GNU Coding Standards,
"...running the command `make maintainer-clean' should not delete
`configure' even if `configure' can be remade using a rule in the
Makefile."
By not removing `configure' for the `local-maintainerclean' toplevel
target, `make maintainerclean' completes successfully.
