* make/ly-rules.make ($(outdir)/%.html.omf): transplant .dvi ->
.pdf rule to tex-rules.make.

* scm/framework-eps.scm (dump-stencils-as-EPSes): remove comments
from -systems.* output.

* stepmake/stepmake/tex-rules.make ($(outdir)/%.pdf): make PDF
directly, remove -$(PAGESIZE) target.
